Congratulations, you're on your last Elemental Fiend. Unfortunately, this one isn't a walk in the park like the previous "battle." But Rubes did give you one hint before you fought: When his cloak is closed, barely anything can touch him. Before you engage in the battle with him, make sure Cecil and Kain are equipped with IceBrand and Blizzard respectively as this will do hefty damage against the fiery foe. Attack only when his cloak is open. If you use any kind of spell while it's closed, he'll absorb it for health.

Fortunately, you can still attack normally when his cloak is up. But for every attack, he'll counter with Fire2 on everyone. Take the time he has his cloak closed for healing. Rubes' big move is Scorch which ravages a character's HP for pretty big damage. Have Cecil and Kain attack normally. With their ice elemental weapons equipped, they'll take the HP off Rubicant like a hungry lion to a gazelle. Have Rydia alternate between her strongest ice spell, which at this stage should still be Ice2 unless you mass leveled up, and summoning Shiva. The combo should do some big damage to the fire fiend. Have Edge cast his newfound Flood. This won't take away as much as the others' attacks, but it's the best move he can pull off. Rosa is the quintessential healer, of course. Have her cure whenever needed. If her turn comes up and no further healing is necessary, have her cast Armor on the party to try to decrease some of the damage his fire spells inflict. If you keep on shelling out the attacks with Kain and Cecil and their ice infused weapons, Rubes will go down hard.
