A fat, short man, Palmer has to occasionally jump up and down and shout to get attention at board meetings. He's greedy, and is in charge of the Space Development Division.

Additional Information

He's an old nemesis of Cid, ever since shutting down the plan to go to space in Rocket town. He tries to steal an aircraft belonging to Cid on the orders of Rufus, but proves to not be much of a challenge.
